Geschiedenis
John McDougal was born in London, Ont., ca., 1879. He came to Saskatoon about 1911, staying here until 1934 when he and his wife, Margaret, moved to Regina. He died in 1944, leaving behind his wife and two sons.

McDougal is first listed in Saskatoon Henderson directories as working for Adanac Agencies, an insurance company. By 1924 he was the manager of Holland Canada Mortgage Co. He served on the Saskatoon Board of Trade and as the Educational Director for the Exhibition Board. He was also an inspector for the Saskatchewan Farm Loans Board. In 1927, he ran unsuccessfully for the Liberals in a provincial by-election. From 1929-1933, he was elected to Saskatoon City Council, serving on the Public Works Committee, among others. In 1934, he took a position with the Prairie Farm Rehabilitation Administration (PFRA) in Regina.
