A photo of the stands at the fairgrounds with about 100 spectators. The front row has several uniformed police/soldiers (one is saluting) - so the three gentlemen - and the lady climbing the stairs - are VIPs.

General note
The uniforms of the soldiers are WW1 vintage. One scanned copy was file-named "Earl of Connaught 1912" If this was the Duke of Connaught's 1912 visit, he is the man in the tux and tails in the centre and the woman climbing the stairs would be the Duchess of Connaught.
