R.W. Begg, University President, making presentation of an honourary Doctor of Laws degree to Robert B. Howsam at special Convocation held at Centennial Auditorium to celebrate the Jubilee year of the College of Education.
Bio/Historical Note: Following an early education in Saskatchewan schools and his Bachelor and Master of Education degrees from the University of Saskatchewan, Robert Basil (Bob) Howsam earned his Doctor of Education degree at the University of California, Berkeley. He taught for six years in elementary schools, served five years in the RCAF, lectured for a year in the College of Education, and served as principal of Brunskill Elementary School, the College of Education demonstration school, for 5 years. Prior to accepting the Deanship of the College of Education at the University of Houston Howsam was Chairman of the Department of Educational Administration and Associate Dean for Graduate Studies, College of Education, at the University of Rochester. A mark of recognition of Howsam’s role as a leader in education is his membership in the American Association of Colleges of Teacher Education, serving on its Board of Directors, its Executive Committee, and its Bicentennial Committee. Howsam's many publications reflected his special interest in the administration of public education, performance-based teaching, and the evaluation of teaching and administration. The competency-based teacher education project in his College gained national recognition.
