E.M. (Ted) Culliton, University Chancellor, makes presentation of an honourary Doctor of Laws degree to Dr. Hughette Labelle at Convocation held at Centennial Auditorium.
Bio/Historical Note: Dr. Huguette Labelle was born in 1939 in Rockland, Ontario. She received a Master of Education and Doctor of Philosophy in education from the University of Ottawa. From 1973-1980 she held numerous senior management posts in the Department of Indian and Northern Affairs and in Health and Welfare Canada. Dr. Labelle was Under Secretary of State for the Department of the Secretary of State From 1980-1985. In 1985 she was Associate Secretary to the Cabinet and Deputy Clerk of the Queen's Privy Council for Canada. From 1985-1990 Dr. Labelle was the Chairperson of the Public Service Commission of Canada. From 1990-1993 she was the Deputy Minister of Transport. Dr. Labelle was the president of the Canadian International Development Agency From 1993-1999. Dr. Labelle headed the Canadian delegation that participated in the first Tokyo International Conference on African Development in October 1993. In 1998 Labelle was appointed deputy head of the Millennium Bureau of Canada. She retired in 1999. In 1994 Dr. Labelle was appointed Chancellor of the University of Ottawa, and served until 1 February 2012 when she was replaced by the Right Honourable Michaëlle Jean. Dr. Labelle was appointed in 2002 to the Board of Governors of the Canadian Centre for Management Development. In 2005 she was appointed Chair of the Board of Directors of Transparency International. In 2016 Dr. Labelle was appointed to Chair the Independent Advisory Board for Senate Appointments, to advise the Prime Minister on Senate appointments.
