History
The City Clerk maintained records of all the functions of municipal government. These include the assessment and collection of taxes, financial administration, enactment of bylaws, the provision of utilities and public services, the administration of City property and the internal administration of City government and its bureaucracy. As separate departments with their own clerical staffs were established, they began to keep their own records. The City Clerk, however, often kept copies or was involved in the relations between the Council and the Departments.
