John Diefenbaker accepts scissors as he prepares to cut a ribbon to open the Royal Bank of Ottawa. Taken in an unidentified building in Ottawa, Sept 1961. Mayor of Ottawa Charlotte Whitton is helping to hold the ribbon taut, Minister of Citizenship and Immigration Richard Bell is standing behind her, and Minister of Finance and Receiver General Donald Fleming is seated to the right of the photo.
