Bio/Historical Note: In 1986 Frank Winter was acting University Librarian and Director of Libraries at the University of Saskatchewan. In the 1990s, the Saskatchewan Archives Act provided for a management board to oversee the activities of the Saskatchewan Archives; Winter was vice-chair of the board. In 2003 Winter was appointed to the Multitype Library Board, which was instrumental in providing Saskatchewan residents with free online access to 4,500 newspapers and magazines. In 2010 Winter was a recipient of the Frances Morrison Award by the Saskatchewan Library Association. In 2012 he was Government Publications and Research Librarian, University of Saskatchewan Library. Winter became Librarian Emeritus upon retirement.
