Bio/Historical Note: Brian William Noonan was born in 1945 in Vancouver, British Columbia. He attended elementary school in Maidstone, Saskatchewan, and high school in North Battleford, Saskatchewan. Noonan obtained BEd, BA and MD degrees from the University of Saskatchewan. In 1990 Noonan received his PhD in Educational Measurement and Evaluation from the University of Ottawa. He joined the Saskatoon Catholic Board of Education in 1966 and remained with the Board until 1997. During his tenure with the Saskatoon Catholic Board of Education, he was teacher, principal, superintendent of research and development and Secretary to the Board. In 1997 Noonan began a career in post-secondary education initially with the U of S’s Department of Educational Administration for one year, followed by a one-year appointment at the University of Manitoba. The remainder of his teaching and research career was with the U of S’s Department of Psychology and Special Education. Noonan died in Saskatoon in 2018.
