Larry Birkbeck was born in 1943 in Winnipeg, Manitoba. He and was raised in Welwyn, Saskatchewan and received his primary education there. He completed his secondary education in Rocanville, Saskatchewan. Birkbeck operated a dairy and grain farm. He also worked at the provincial and federal levels of the Progressive Conservative Party and served as president of the local United Grain Growers Board. He elected to the Saskatchewan Legislature in 1975 as an MLA for Moosomin. Birkbeck became one of the "group of seven" Progressive Conservatives to hold seats in the Legislature. Birkbeck was re-eclected in 1978 and 1982. He remained the MLA for Moosomin until 1985. While in office Birkbeck served as legislative secretary to the Minister of Health, Graham Taylor and to the Minister of Social Services, Gordon Dirks.
