ASPA was formed as a voluntary staff association in the winter of 1972-73 largely as a reaction to the province's new Trade Union Act. Middle management had previously met in biannual conferences sponsored by University of Saskatchewan administration in 1971 and 1972. In October 1978 ASPA was granted collective bargaining rights by the Saskatchewan Labour Relations Board after the Canadian Union of Public Employees (CUPE) Local 1975 (University of Saskatchewan support staff) had applied to include administrative and supervisory personnel in its certification order. Since 1978 ASPA progressively has taken on the functions of a collective bargaining unit in the realms of benefits and job security.
Historique de la conservation
This fonds has remained in the continuous custody of ASPA until its transfer to the University Archives in May 1992. Current ASPA records are held by the Secretary Treasurer.

This fonds contains minutes, agendas, newsletters, correspondence, case files, and financial records pertaining to the formation and administration of ASPA.

The ASPA fonds are open to the public with three exceptions: ASPA 2, Subseries 8.1, Personal Performance Appraisals; ASPA 2, Subseries 9.1, Grievances and ASPA 2 15.3 - 15.5 Payroll Authorization Forms. Permission to examine this material must be obtained from the ASPA Executive. Restricted files are kept separately in vol. 12 - 17.
